A former high-ranking police inspector with a distinguished career has dodged imprisonment despite being caught with illicit images of children on his mobile phones. Ian Walpole was found in possession of 246 disturbing photos and videos when apprehended in July 2024 as part of a police probe into another individual sharing abusive videos with a contact named ‘Ian’ on his phone.
Walpole pleaded guilty to three charges of producing indecent images of children at Lincoln Magistrates’ Court last year. At his sentencing in the city’s Crown Court, he received a six-month prison term, suspended for 21 months. Recorder Luke Blackburn emphasized that Walpole’s abandonment of a 21-year policing career was entirely his own doing.
The prosecutor, Michael Masson, revealed that Walpole’s iPhone 11 contained 89 illegal files, including 26 in the most severe category A, while the iPhone SE had 157 illicit files, with 36 falling under category A. Masson noted that attempts to conceal or remove the files aggravated the case, along with the vulnerability of the depicted children.
Despite the gravity of the situation, Walpole’s defense lawyer, Andrea Parnham, highlighted his lack of prior convictions and efforts to address his behavior through self-funded courses. She emphasized Walpole’s remorse and steps taken to confront his actions, attributing his misconduct to work-related stress. Parnham pointed out that Walpole had transitioned to a new career as an HGV driver and was eager to rebuild his life post-proceedings.
Recorder Blackburn acknowledged the mitigating circumstances and the delayed sentencing process, recognizing Walpole’s previous good character and lengthy service in the police force. While suspending the sentence, he commended Walpole for initiating steps to address his inappropriate interests, indicating potential for rehabilitation.
In addition to the suspended sentence, Walpole was subjected to a sexual harm prevention order, mandated to complete rehabilitation activities, and perform unpaid work. Deputy Chief Constable Sarah Baker expressed dismay over Walpole’s actions, emphasizing the force’s commitment to upholding integrity and holding wrongdoers accountable, even within its ranks. She assured the public of ongoing efforts to maintain trust and integrity within the police force.
The police confirmed that an internal investigation had uncovered additional misconduct issues, leading to an accelerated hearing and Walpole’s subsequent resignation to avoid dismissal for gross misconduct. These internal matters, including unauthorized sharing of confidential police data, were unveiled during the criminal inquiry.
