James Bulger’s mother has been informed of a significant development as Jon Venables, who murdered her son at the age of 10 in 1993, has been granted a parole hearing. This upcoming hearing, expected within the next month, will involve Venables facing parole chiefs in a crucial showdown. Denise, James’ mother, will be present at the hearing, marking the first time she will hear Venables’ voice in over three decades.
The decision to hold the parole hearing has deeply affected Denise, causing feelings of uncertainty and distress as she prepares to confront Venables once again. Venables, who was initially released from a life sentence in 2001 but later returned to prison in 2010 and 2017 for possessing child abuse images, will now face a parole review.
Denise’s representative, Kym Morris, expressed that Denise had hoped to avoid the hearing, seeking peace and protection from further distress. However, her application to observe the hearing has been approved, granting her access to the process but not alleviating the emotional burden she carries. This situation has prolonged Denise’s period of uncertainty and distress, leaving her with limited clarity on the decision-making process and ongoing risk assessments.
Denise will have the rare opportunity to witness the crucial hearing, where she will be able to hear Venables speak, albeit with his face obscured to protect his identity. Her victim impact statement is expected to be presented to the board during the hearing. The parole board’s decision to grant an oral hearing followed a review of submissions from various sources, including prison staff, counselors, psychiatrists, and impact statements from James’ family members.
In a separate incident in February 2018, Venables admitted to possessing disturbing materials involving child abuse, resulting in a jail sentence. The severity of his actions was highlighted by Mr. Justice Edis, who emphasized concerns about Venables’ potential for further criminal behavior. Venables and his accomplice, Robert Thompson, infamously murdered James in 1993 but were released after serving less than eight years in a young offenders institute. While Thompson has reportedly stayed out of trouble, Venables has faced multiple recalls to prison for offenses related to child exploitation.
Venables’ decision to skip his previous parole appeal in December 2023 did not work in his favor. Despite being granted a hearing, he failed to appear, leading to a closed-door session where evidence was presented to the board. The parole board ultimately deemed Venables a continued danger to children, emphasizing the need for further risk assessment and improvement in his relationship with his probation officer.
A spokesperson for the Parole Board revealed that Venables’ case has been referred for review, with an oral hearing yet to be scheduled.
