Civil servants are often unfairly blamed for political shortcomings, according to a close aide to Keir Starmer. Darren Jones, Chief Secretary to the Prime Minister, will emphasize in a speech his view on the state of Whitehall by 2026. He will highlight that civil servants are just as frustrated as ministers with the slow pace of change and have been wrongly targeted for political failures.

This statement follows criticism from Wes Streeting, the Health Secretary, who condemned a culture within Labour of shifting blame onto civil servants, labeling it an “excuses culture.” Streeting warned that such attitudes harm the party’s credibility with the public.

Jones will outline plans to prioritize proactive civil servants over those who simply talk and to revamp the bonus system within the civil service. While the budget for bonuses will remain constant, higher rewards will be allocated to exceptional performers, with the current data showing that 55% of senior civil servants receive bonuses.

Furthermore, Jones will advocate for adopting the successful practices of the Covid vaccine rollout scheme for use in non-crisis situations. He will introduce new initiatives to bolster civil service recruitment, reduce bureaucratic obstacles, and encourage calculated risk-taking to drive progress.

Additionally, Jones will propose a transition towards a “new digital state” to enhance accessibility to public services. He aims to address the inefficiencies in the public sector compared to the private sector, emphasizing the need for improved productivity, cost-effectiveness, and customer experience through digitalization.

In conclusion, Jones envisions a Whitehall that prioritizes direct service delivery to the public over internal bureaucracy, signaling a shift towards a more efficient and customer-centric approach.
