In Tijuana, Baja California, a deceased individual was found hanging from a bridge with a menacing note, believed to be linked to the Jalisco New Generation Cartel (CJNG).

The body was discovered in the morning on the Tijuana-Tecate highway, accompanied by a message signed by CJNG. The victim displayed clear signs of violence, as reported by local authorities who were alerted to the scene at 6.40 am on Wednesday along the Tijuana-Tecate highway and Paseo San Pedro, according to Zeta newspaper.

The banner left at the site addressed an individual known as “Cabezón,” meaning “big head” or “stubborn” in Spanish, indicating that he was being left for his associates. The message read, “What’s up, bast*** … here I’m leaving your people for you, big head!!! The one in charge with your ranchero. FROM: CJNG.” Human remains were also discovered in a black plastic box with a yellow lid about 100 meters away from the bridge, according to Zeta.

Authorities secured the area for investigation without releasing further details about the victim or the circumstances of the death.

This incident adds to the over 40 homicides recorded in Tijuana this month. Criminal groups often use public displays of their victims, such as hanging bodies in visible locations. In a similar event last year, 20 bodies, some decapitated, were found on a highway overpass in Culiacán, Sinaloa, with additional decapitated bodies and heads discovered at the El Semanario overpass.

The Jalisco New Generation Cartel, led by Nemesio Oseguera Cervantes, also known as “El Mencho,” originated in 2009 from the Milenio Cartel. Cervantes, a top target of the US Drug Enforcement Administration (DEA), has a $15 million reward offered by the US Department of State for information leading to his capture.

Recent data released by Mexican President Claudia Sheinbaum shows a 40% decrease in daily homicides since she assumed office, amidst pressure from the Trump administration to combat organized crime.

Mexico’s homicide rate decreased to 17.5 per 100,000 residents in 2025, down from 29.1 in 2018 and 25.4 in 2024, according to government statistics.

While Sheinbaum’s government has extradited numerous cartel leaders to the US and collaborated on border security, it strongly opposes foreign military involvement. US President Donald Trump hinted at potential military actions against drug cartels following operations in the Pacific and Caribbean regions.

Sheinbaum clarified that any deployment of US troops to Mexico was not under consideration during discussions with Trump, emphasizing mutual respect for sovereignty, anti-drug efforts, trade, and investments.
